Soád Kousheshi, P.E., CCE
Mr. Kousheshi is president of A/E/C Strategy. He has over twenty-five years of experience in the engineering and construction industry encompassing a wide range of positions including Consulting Engineer, Construction Estimator/Project Manager, Owner’s Representative, Design-Build Construction Manager, VP of Operations for a construction company, and Expert Consultant in engineering and construction related litigation. Mr. Kousheshi has been retained as a consultant by owners, engineer/constructors and insurance companies to provide risk management, dispute avoidance and project delivery guidance.
Mr. Kousheshi has a B.S. in Civil/Environmental Engineering from the University of Central Florida and has completed graduate courses in accounting, finance and management at Massachusetts Institute of Technology. He is a registered Professional Engineer in Massachusetts and a Certified Cost Engineer by the Association for Advancement of Cost Engineering International. |

James M. MacNeill, P.E.
Mr. MacNeill is a Principal Consultant with over thirty years of engineering and construction experience in the power and process sectors with Stone & Webster Engineering Corporation, a global Engineer/Constructor. As Project Director, he has been responsible for engineering, procurement, construction and commissioning of projects in the U.S., China, the Philippines and the United Kingdom, each with contract values exceeding $100 million dollars. As Deputy Manager for the Industrial Business Sector for Stone & Webster, he oversaw business development efforts for industrial chemicals, pulp and paper, power, and manufacturing sectors. In this role, he negotiated a number of large and complex international construction contracts.
Mr. MacNeill advises A/E/C Strategy clients in due diligence, risk management and project execution planning for domestic and international turnkey power and water treatment projects. He is a registered Professional Engineer with a B.S. in Chemical Engineering from Northeastern University. |

Christopher W. Burke
Mr. Burke is a Senior Consultant with seventeen years of experience in engineering and construction with an emphasis on underground, transportation and heavy civil projects. He was a Project Engineer on a $300 million 9-mile outfall tunnel contract for the Deer Island Wastewater Treatment Plant in Boston, Massachusetts, and he has extensive experience in the analysis and assessment of impacts to construction operations. Mr. Burke has performed loss of productivity analyses for several complex construction projects including the $15 billion Central Artery/Tunnel project in Boston and a $100 million aircraft carrier pier in Washington State. He has also been a lead consultant on a number of engagements involving assessment of delay and acceleration damages.
Mr. Burke graduated with a B.S. in Civil and Geotechnical Engineering from Worcester Polytechnic Institute and holds an M.S. degree in Structural Engineering from Massachusetts Institute of Technology. |

Donald A. Miller, P.E.
Mr. Miller is a Senior Consultant with over thirty-five years of experience in the engineering and construction industry as a consultant, owner's representative and contractor. As a consultant, he has analyzed changes and claims in relation to cost, schedule and productivity impacts on a number of large and complex projects both domestically and internationally. He has also been retained as an expert in assessment of construction defects and has testified in Federal Court and alternative dispute resolution forums. Mr. Miller has extensive experience as a project engineer, estimator and construction manager on heavy civil projects including airport terminals, wastewater treatment facilities, power plants and tunnel projects, as well as institutional and commercial projects such as schools, office buildings and condominiums.
Mr. Miller holds a B.S. in Civil Engineering from Purdue University and is a registered Professional Engineer in the Commonwealth of Massachusetts and Pennsylvania. |
