Central Artery/Tunnel Project – Boston, MA
The joint venture of A/E/C Strategy and Warner Construction Consultants was selected to serve as an Independent Claims Consultant to advise the Assistant Project Director for Changes and Claims on merit, value, proper documentation and overall reasonableness of selected contract modifications negotiated between the CA/T and the construction contractors. The implementation of this process was required by the Massachusetts Turnpike Authority Board of Directors prior to its final approval of contract modifications. As the Independent Claims Consultant, A/E/C will participate in all aspects of dispute resolution, including structured negotiations, mediation, dispute review boards or litigation.

Ethanol Production Facilities – Nebraska and Minnesota
A/E/C Strategy was retained by BioFuel Energy, LLC to assist in the negotiation and procurement of turn-key EPC contracts for two 110 million-gallon-per-year ethanol production projects in Nebraska and Minnesota. A/E/C Strategy is interfacing with the project developer and EPC contractor focusing on final contract negotiation, cost and schedule issues, and the contractor's execution plan. A/E/C Strategy will continue providing advisory services throughout the project execution phase.

Water Desalination Plant – Algeria
A/E/C Strategy is assisting Hamma Water Desalination Company (HWD) and its majority shareholder, GE Infrastructure, in planning and award of a $200 million contract for turn-key construction of a water desalination plant in Algeria. HWD has executed a water sale agreement with Sonotrach, the Algerian Oil and Gas Company, to provide 200,000 cubic meters per day of potable desalinated water using a reverse osmosis process. A/E/C is advising the developer in project delivery approach and risk mitigation strategy. In addition, our consultants are assisting the project team in prequalification and selection of bidders, preparation of Request for Proposals (RFP), negotiation of an Engineering, Procurement and Construction (EPC) contract and to insure all lender requirements are met for the non-recourse project financing.

Owner’s Representative, 100 MW Power Plant Upgrade – Texas
A/E/C Strategy assisted an owner/investor in due diligence and feasibility study for upgrade of a combined cycle power plant in Wharton County, Texas. A/E/C advised the owner in selection of an engineering consultant to assess alternatives for improvements to the power plant to meet the project development criteria including cost, schedule and power generation efficiency. Feasibility and the business case study did not support the capital investment required to achieve the targeted efficiency including steam turbine replacement, HRSG reconstruction, new transformers, etc. A plan for necessary repairs was developed and implemented to be able to utilize the plant as a "peaker" and place into service.
